This is information about the oft searched for online version of Le Moniteur. The links below take you to the summary page (basically the table of contents) where your child's name will be listed when your Presidential Dispensation is published.

Can I view the whole edition?
  • No, the full issue is only available in print

Where can I get the print edition?
  • The print edition is available at the Customer Service Desk at the National Press: 61, rue Goulard, Pétion-Ville, Haiti.  The cost is about 56 goudes (Less than $2 currently).   Note: You must know the edition number and publish date! 

How often does this come out?
  • There appears to be an edition dated for every business day.  HOWEVER, an employee of the National Press told me that these editions do not necessarily come out in order, and it can be several weeks after the date shown before it shows up on the website.  It appears that the website is updated with whatever editions are available on Mondays and Thursdays at least.
  • Please note that the edition may show up online before it is available in print.

How do I use this?
  • Go to the French link listed below in your browser.  Use your browser's search function to search each page for your child's name.  (You will need the correct accented characters!) Or, scan with your eyes.  At the bottom of each page are the links for moving Forward ("Suivant") and back ("Precedent").
  • If you want to search the whole site for your child's name quickly, go to Google and enter the following: NAME site: http://www.pressesnationales.ht/moniteur/ (Where NAME is your child's actual name).  You will get a page of with a link to every individual page where the name appeared.

What do I do if I find my child's name and I hadn't been notified about my dispensation?
  • First, stay calm.  There are many factors as to why this could be.  There is the date issue mentioned above, and it is also unclear at this time what the exact workflow for how the list gets from the President's office to IBESR. Contact your agency/lawyer/creche director immediately and let them know that your child's name appeared in Le Moniteur.  Give them the number (Numero) and date of the edition and let them take it from there.
  • Please note that the edition may show up online before it is available in print.  Your lawyer will need the print version to take to IBESR.

Are you sure this is all the names, it just says "Summary"?
  • Yes, this has been confirmed.  The "Summary" of each edition is the table of contents for that issue.  So it is the list of the Orders of Authorization that have been issued.  Each child or sibling group will have its own order - therefore each document is listed by the child's (or children's) name(s) in the table of contents. What appears in the full issue is just some additional text, the date that the authorization was signed, and the scanned signatures of the President and Ministry of Justice.  So, the only additional information that you get from the full version is the date your dispensation was actually signed. 


I would recommend not using Google Translate on the page, it will erroneously 

translate names making it difficult to find things.
